Why is the configuration file in Java written in XML not to an XSD or DTD file?

Source: Internet

As we all know, when writing web pages using Java, there are a bunch of configuration files to write, especially struts and so on, even more dead-end, I don't know why there is no graphical Configuration tool. (I 'd like to give it a thumbs up. net), that is, the xml configuration files do not provide the corresponding XSD file or DTD file, so it is more convenient for me to change it. (You can use XML spy to modify it like you do with the database, that's a good deal.) It's not easy to make mistakes. I don't think this is a very troublesome thing?

I haven't been connected for a long time. Can someone else give me a question? Thank you.
