Found in IE11 click "Internet Options", the address of the IE Temp folder is not displayed, the size of 0, modify only let set in 8-8MB, log off and then login, all settings are invalid.

The problem is here, where temporary files are stored in an invalid location, click "Move Folder" to change location.

IE does not temporarily store files Files of course it can not be downloaded!

You need to manually set a location, such as a new folder under the C drive ietemp. Click Move Folder. Select the Ietemp folder. OK after logout.
