The reason for this problem is that Windows apps on default Require user Account Control UAC support (shutting down UAC notifications under a normal account does not affect such apps running), and the WIN10 administrator account does not turn on UAC. However, if you modify the following registry slightly, you can break the default blocking and run the Windows app normally in the administrator account. Here's how to modify it:

1. After entering regedit in the general account Cortana search bar, select the first item

2. In Registry Editor, navigate to the following location:

Hkey_local_machine\software\microsoft\windows\currentversion\policies\system

3, find Filteradministratortoken on the right, double-click to change the value data to "1" and then click "OK"

Note: If there is no filteradministratortoken, you need to manually right-click on the right margin, create a new DWORD (32-bit) value, and rename it to Filteradministratortoken, change its value data to 1.

When you log in to your administrator account, you can open the Windows app normally, and if you can't use the Start menu before, you should also open it normally.
