Solution: First step: Control Panel > All Control Panel Items > Administrative Tools > Services >server startup
Step two: Control Panel > All Control Panel Items > Administrative Tools > Computer Management > System Tools > Shared Folders > Share Right-click Share > New Share >
Click "Next" > click "Browse" > Select "Local Disk (C:)" > OK

"Share name" enter "C $" > "Next " where permissions in share are set to administrators with full access, and other users have read-only permission (R)
ok! The final step: then run Setup.exe as an administrator, and if it is not possible to set the permissions in the share to a custom permission, just tick all the permissions.
