Solution:

Control Panel--Administrative Tools--open Internet Information Services (IIS) Manager. Right-click on your own established FTP site, select "Manage FTP Sites", tap "Advanced settings" as shown in:

Change the value of "Allow UTF8" under General to "false".

When you are sure, click Restart under "Manage FTP sites."
