The online neighborhood has been renamed the network.
You can right-click on the desktop to select "Personalization" and then change the desktop icon to display the network icon on the desktop. The settings for my Network Places are in the network and Sharing Center in Control Panel.
Or click Start-Enter the desktop selection in the search bar to show the hidden desktop Universal icon to check the network.
