Download the official theme with IE10 in Win8

For ease of use, we can first fix the Microsoft Windows Theme Web page in the Win8 Start screen, and now just click on our custom "Windows Theme" icon in the Win8 Start screen to go directly to the IE10 browser and visit the Web page.
