win8.1 Broadband Connection Error 651 problem Solving method:

Description: Network card and drive are normal, the first time ADSL dial-up will encounter "error 651" prompts, the second dial-up to successfully connect.

Possible causes: the related services in the local service are not turned on or Windows8 with the existing partial modern compatibility.

Workaround: Win key +r start run, enter "Services.msc" then click OK, enter service view Windows service telephony; Remote Access Connection Manager; Remote Access Auto Connection Manager, all three services are turned on, and the startup status is changed to Automatic, restart is in effect. If it is not yet resolved, it is recommended that you use the router or replace modern retry.
