After two days, we finally solved the problem.
In the registry, HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Services \ RasMan
The key values are missing. I found the same system (win7 Chinese flagship edition) and exported the registration package. Import it to my computer and restart it.
