Solution:

The reason is that some Internet Explorer 8 registry keys are not deleted when Internet Explorer 8 is uninstalled. These items do not affect the operation of Internet Explorer 6 or Internet Explorer 7.
Solution: delete the following registry key:

[HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows NT \ CurrentVersion \ Winlogon \ GPExtensions \]
