The number of Server 2016 default Remote Desktop Connections is 2 users, and if more than two users make Remote Desktop Connection, the system prompts you to exceed the number of connections, which can be resolved by adding Remote Desktop licensing:
1. Add Remote Desktop Licensing service
Step One: Server Management-add roles and features open the Add Roles and Features wizard window, select role-based or give feature installation:
Step Two: Add the Remote Desktop Session host and Remote Desktop Licensing feature:
The above configuration can use more than 2 users to log in at the same time, but the use of the period of 120 days, landing will have the following prompts:

Get license key pack ID:
Enter the license key pack ID in the Activation Wizard:
Activation status is activated at this time:
At this point, the entire installation process has been completed.
3. If the license provided by the Remote Desktop Licensing server expires, you will not be able to log on remotely, as follows:
The first step: Use the "mstsc/admin/v: Destination IP" to force the login server (note Only Administrator login)
Step Two: Adjust the date to the next time (get a longer time, do not change the 120-day license again)
Step three: Delete the registry key
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Terminal Server\rcm\graceperiod
Note: The registry key may not be deleted and you need to modify the permissions as follows:
Run gpedit.msc, in User Configuration-admin templates-System Modify organization access Registry Editing tool for disabled
Change the Graceperiod permission
Remove the Graceperiod item, reboot the machine, and change back to time.
