By comparing its file size or by looking at the file's modification time.
To replace the Msiexec.exe with the Msiexec.exe in the Dllcache cache, it is best to extract the replacement in a DOS or PE environment.
If the above cannot be resolved, you can choose to reload Windows Installer.
The installation package is downloaded. Before reloading, delete the%windir%\system32 and%windir%\system32\dllcache two folders under Safe Mode respectively Msi.dll,msiexec.exe,msihnd.dll three files (rename also can)
