By querying MoS, it is found that the problem is mainly due to a lack of sharedsection settings for win, which may also cause other errors, such as: TNS12531:TNS:cannot allocate memory.

Recommendation: For the Microsoft Windows platform database, the database version 11.2.0.1 to 12.1.0.2 system, the appropriate increase in sharedsection size according to the actual situation.

For example: Modify \hkey_local_machine\system\currentcontrolset\control\session manager\subsystems\: SharedSection= 1024,20480,1024.
The second one here is the interactive desktop Heap size, the third non-interactive desktop Heap size, we mainly modify the third value
