1. First, log on to the Windows Phone DevCenter link.
Click the submit application button on the left side of the screen to view the following page. The steps are the same as those of the previous 8.0 store. We enter the application information.
WP 8.1 is different from WP 8.0 here. The key is that the name of the previous 8.0 application is read from the application package, which may result in duplicate WP 8.0 application names, but 8.1 solved this problem and 8.1 of app stores implemented the concept of universal. In other words, we can use one of my app names in both WIN8.1 and wp8.1. Or I already have a Win8/8.1 application. I can use the association function to use the name of the Win application.

In practice, we can apply for a new application name here or associate it with the existing 8.0/8.1 Application name. This association is very important. Microsoft stores currently come first served, so your favorite application names may be under registration, microsoft also has formal channels to appeal your application name.
After Association, our apps will display the logo of the universal APP in the APP store. This is also very helpful for our APP experience.
If there is no Win8 application, we can keep a new application name here.
