Solution:

Add code to the form that invokes the user control:

protected Override createparams createparams{    get    {        base. CreateParams;         0x02000000;  // Turn on ws_ex_composited        return CP;    }}

Add the code inside the user control:

protected Override createparams createparams{    get    {        varbase. CreateParams;         &= ~0x02000000;  // Turn off Ws_clipchildren        return parms;}    }
