There are two possible possibilities:

1. The file is corrupted during the download and is not opened;

2. File security issues, you can open Word 2013 or Excel 2013, click "file → options → Trust Center → Trust Center settings → Protected View", uncheck the check box of three checkboxes under protected viewing icon, or unlock a file with a simple operation. Right-click your Word document and click Properties, in the file's Properties window, click "Unlock."
