The error HRESULT E_fail was returned when the SHDOCVW (Web browser) COM component was invoked. Summarized as follows:
1. Open Distributed Transaction Coordinator service in the Control Panel---> Management tools---> services.
2. Open Control Panel---> Management tools---> Component Services---> select computer---> My Computer---> right-click Properties---> select MSDTC---> select the Security Configuration check the Allow outbound in the transaction manager communication. Allow inbound and not require authentication.
As shown in the following illustration:
Restart IIS
By doing so, you can resolve the problem of the error HRESULT e_fail.

The following is the operation in 2008 (roughly the same, this is my own write, reprint please indicate the source)
1. Start---> Management tools---> Services, open Distributed Transaction Coordinator service.
2. Start---> Management tools---> Local Security Policy---> Advanced Security Windows Firewall---> Advanced Security Windows Firewall-local Group Policy Object---> Right-click Properties---> Allow outbound, allow inbound.
The above mainly applies to the implementation of programming to create domain users, NTFS folder permissions configuration.
