Environment:
windows2008 the server, the non-administrator account used, but created a new windows2008 account and installed the Plsql tool.

Problem:
Use the Administrator account to connect the successful Oracle database with the Plsql tool;
However, using a non-administrator account with the Plsql tool to connect to the Oracle database is lost , such as:

Reason:
After repeated troubleshooting, because the Plsql tool does not have access to the system, and joined the Administrators group is also invalid, mainly because windows in the Vista system after the addition of a UAC (user Account Control) function (PS: Interested can Baidu a bit).

Workaround:
(1) First in the windows2008 server, locate the absolute path of the Plsql tool, then right-click on the properties of the Plsqldev.exe and check "Allow this program as administrator" in "Compatibility".
(2) then go to the dwindows2008 server, open the [Control Panel/user account/Open or close the user Account Control] interface, and then the "Use User Account Control (UAC) Help your computer" check off. Tick Cancel, you will be prompted to restart, because after the restart to take effect!
