2014 China Navigation Day Forum held in Rizhao, Shandong Province

On July 11, 2014 China Navigation Day Forum with the theme of "Promoting the Development of 21st Century Maritime Silk Road and Seafarer Service" was held in Rizhao, Shandong Province. He Jianzhong, executive deputy director of China Maritime Day Organizing Committee and vice minister of Ministry of Transport pointed out in his keynote speech that it is necessary to scientifically plan the interconnection and interoperability of maritime Silk Road and further enhance the management of seafarers' service.

He Jianzhong, on behalf of the Ministry of Transport and Minister Yang Chuan-tang and the organizing committee of the sailing day, extended holiday greetings to all seamen, sea-related workers and officers and soldiers in the maritime border of the motherland.

He Jianzhong said that this year's sailing day activities are mainly in the form of forums, which further reflect the spirit of reform and give more prominence to the vitality of the market. They have also strengthened the cohesion of attracting more people from all walks of life. The theme of the forum is precisely the hot topic of widespread concern in the whole society.

He Jianzhong pointed out: To build a maritime Silk Road, we must intensify our efforts in the following aspects:

First, strengthen the construction of interconnection facilities. In particular, efforts should be made to conduct research plans with other countries along the routes in the areas of ports, ports, logistics and information facilities on the direction of cooperation, key contents and co-construction mechanisms, and more attention should be paid to vigorously promoting the construction of a multimodal transport and consolidation system.

Second, to enhance the level of maritime transport facilitation. We should pay special attention to deepening exchanges and cooperation with other countries along the line and further strengthening multilateral and bilateral consultations. In particular, we should make every effort to promote and encourage related industries and enterprises to conduct multi-level exchanges and cooperation under the government cooperation mechanism for maritime talks. To promote the facilitation of transport, the key is to promote "one-stop" customs clearance so as to effectively solve the problems of "one-stop" customs clearance of standards, standards, mechanisms and informationization.

Third, strengthen maritime security cooperation. Focus on strengthening cooperation in navigational safety, maritime search and rescue and emergency response, ship pollution prevention, research and development of new energy efficiency vessels, maritime technology exchange and personnel training, with a particular emphasis on maritime safety cooperation mechanisms and systems, expanding cooperation areas and jointly building regional maritime transport Security system.

Fourth, promote the construction of international logistics system. It is necessary to work with the countries along the line to actively develop the logistics industry and establish a regional logistics system marked by "one-type" multimodal transport to integrate into the global logistics network. Deepen the cooperation between China's major ports and major international ports, increase investment in infrastructure such as integrated transportation hubs and international logistics centers, build a regional international logistics information platform by relying on Northeast Asia's logistics information service network, and realize the cooperation with other countries along the Silk Road Logistics information sharing cooperation.

One of the core elements of shipping is the crew. At present, the total number of registered crew members in our country has reached more than 570,000, making it the largest in the world with nearly 120,000 overseas seamen deployed and ranking the second in the world. He Jianzhong said that at present there are still some problems in the development of seafarer services in our country. The competent department of industry should further improve the service and innovation modes and upgrade the standards. First, efforts should be made to improve the seafarers' policies and regulations and establish a legal system, policies and a social environment conducive to the service and development of seafarers. Second, we must further promote the reform of the seafarer management mode, break the jurisdiction limits of seafarers 'certification, carry out certification in different places, reform the examination and training management mode for seafarers, and promote the reform of seafarers' supervisory mode. Thirdly, we will rectify the market order for seafarers labor services, clean up non-standard crew training institutions, standardize seafarers' dispatch of service agencies, step up labor market supervision and improve the crew service system. Fourth, we must earnestly safeguard the legitimate rights and interests of seafarers, strictly implement the "International Maritime Labor Convention", attach importance to giving full play to the tripartite mechanism of maritime labor relations, and promote the enhancement of the treatment of seafarers and the guarantee of decent work for seafarers.
