According to Greenpeace, the developed countries are now verbally committed to reducing their emissions by 16% to 23% per cent, excluding the United States, and a few percentage points will fall in the developed countries ' commitment to a homogeneous emission reduction target, if the US targets are taken into account.  This is clearly a far cry from the scientific requirements.  The World Wide Fund for Nature said that it had identified loopholes in the accounting for various greenhouse gas emissions, and that if these accounting loopholes were to be made up, the level of emissions in developed countries by 2020 might have increased compared with 1990. 8 o'clock on the evening of December 15, the open meeting of the Ad Hoc Working Group on the Kyoto Protocol, which had only been in place for more than half an hour, was hastily concluded.
