The notice requires that the number of household housing units in a commercial personal housing loan shall be determined on the basis of the amount of housing actually owned by the family (including the borrower, spouse and minor children). In addition, in the application or authorization of the borrower, the municipality, the listed city, the provincial capital (capital) cities and other urban real estate authorities with the inquiring conditions shall make a query on the registration records of the borrower's family housing through the housing registration information system, and issue the results of the written inquiry. If the results of a family housing registration inquiry cannot be provided by the local temporary lack of a query condition, the borrower shall submit the family housing to the lender with a written credit guarantee.  If the lender has verified that the credit is untrue, it should be recorded as a bad record. The notice is clear, in one of the following three situations, lenders should implement a second (or more) differential housing credit policy for borrowers: the borrower first applies for a loan to buy a house, such as in the Home registration information system (including the pre-sale contract registration systems) where the family has registered a set of (and above) housing  , the borrower has used the loan to purchase a set of (and above) housing and to apply for a loan to buy a house, and the lender is satisfied that the borrower's family already has a house (or above) by means of a due diligence investigation in the form of a search for a credit record, a face test, an interview  At the same time, the lender who applies for a housing loan for a Non-resident resident who can provide proof of local tax certificate or social insurance payment for more than 1 years, will implement the differential housing credit policy according to the third article of this notice. For non-local residents who are unable to provide proof of local tax or social insurance payment for more than 1 years, apply for housing loans, lenders to the second (and above) differential housing credit policy implementation; Commodity housing prices are too high, too fast, the supply of tight areas, commercial banks can be based on risk conditions and local government policy provisions, To suspend the granting of housing loans.
