The request for comment Draft stipulates that if the farmers have one of the following behaviors, the Feed management Department of the county People's Government shall order the rectification, confiscate the products illegally used and add the illegal substances; the circumstances are serious, the illegal units of 10,000 yuan or more than 50,000 yuan below the fine, the illegal person can be 5000 yuan below the penalty: Banned or unapproved published feeds, feed additive------use of fodder raw materials catalog and feed additive variety catalog of any material production of feed,--the use of no product quality standards, no product labels, no product quality inspection certificate or no corresponding license documents of feed, feed additives;--in feed　　, feed additive added to feed raw material catalog and feed additive variety catalog of substances,--in ruminant feed, feed additive illegal addition of animal derived ingredients. The draft stipulates that the farmers shall use feed and feed additives according to the instructions and precautions on the label of the products and shall not add any material other than the catalogue of feed materials and the variety of feed additive in the course of their use.　　It is prohibited to add animal-derived ingredients to feed and feed additives of ruminant; however, milk and dairy products are excluded. For the draft provisions, farms, aquaculture professional cooperatives, breeding communities to prepare their own, the use of feed, shall comply with the relevant requirements of the Agricultural Administrative Department of the State Council, and will make their own preparation, use of feed records, to accept the local people's government feed management department supervision and inspection. Farms, aquaculture professional cooperatives, breeding communities may not provide their own prepared feed.
