Allegro Sprite Editor is an Open-source, Allegro 4 based pixel image processing software. Designed to deal with Web pages and video game production. Especially suitable for processing small image files: processing icons, design logo, modify the animation, modify the game image.

Basic tools:

But it's a joke that the software uses allegro--to develop the game's library, so it's a special environment--it's not the window manager that controls the window size--from 320*200 to 1024x768.
