This clearly misleads people's understanding of the value and role of large data in the future of national economic and social development, which has led to the current lack of scientific understanding of large data. The third is to conceal the inherent problems in the construction of the basic information resources of e-government in China. At present, people relish the function of large data in unstructured data, and the problems of traditional information resource construction seem to be neglected. In addition to the problem of duplicate construction, the market-oriented application is still not enough for the construction of the basic information resource base of the electronic government, such as natural person, legal person, natural resources and spatial geography. In fact, if we can open these basic information resources to the society, we can greatly optimize the structure of information resources and reduce the disorderly (unstructured) phenomenon of massive information resources.

The plan should fully consider the development trend of the Internet of things, cloud computing and Intelligent City construction, strengthen the top design and co-ordinate the relevant policies. Secondly, the development direction of large data industry is clarified. While supporting large data in the application of electric business enterprises, we should strongly support the application research of large data in basic science research, national defense and some key fields, and improve the ability and level of all walks of life by increasing the application of large data. Once again, it is the key technology to strengthen the large data, to ensure our future control ability in this field, and gradually get rid of the passive situation that our country has controlled in all aspects of information construction for a long time. At present, we should pay close attention to the market dynamics of domestic large data industry, analyze the future development trend and strengthen the response measures. The last is to cultivate the domestic it enterprise development environment of large data industry, from government procurement, fiscal and financial and talent development and other aspects of the establishment of positive measures to support domestic it enterprises in the field of large data research and development and investment in the construction of enthusiasm and initiative.
