7.1.1 Operating System Layer

In the implementation of the dynamic monitoring and early warning information system of national major construction projects, this paper emphasizes the design idea that the Internet and the development and Reform Commission are combined with the vertical network and intranet, the on-line automatic monitoring and the field manual inspection, the static monitoring evaluation and the dynamic monitoring evaluation, so that the design ideas are fully embodied in the process of the system function process call.
