The newly signed appropriation bill requires government departments such as NASA, the United States Department of Justice and the Ministry of Commerce to obtain formal approval from the national legal authorities before procuring information technology systems in China. In this 240-page IT spending bill, one of the provisions clearly stipulates that government departments need joint law enforcement agencies to formally assess the risks of possible information espionage and sabotage in the procurement of information technology systems. Moreover, this risk assessment must be fully considered by the Chinese government to lead or subsidize the production, manufacture, assembly of one or more entity companies.

According to a report published in May 2012 by the Congressional Research Services Center, the United States imported $129 billion worth of "advanced technology products" to China.

China strongly dissatisfied

In response, China's Xinhua News agency, China Daily, and the People's Daily reported that a spokesman for the Ministry of Commerce said in Saturday that "the US act sent a very wrong signal". "This will directly affect the cooperative relationship between the Chinese and American companies," said Danyang, spokesman for the Ministry of Commerce.

"The abuse of such so-called national security measures is unfair to Chinese enterprises and a discriminatory practice of" presumption of guilt "against Chinese enterprises, which violates the principle of fair trade and seriously undermines mutual trust between the two countries and hinders exchanges and cooperation in the field of High-tech products," Danyang said. China is strongly dissatisfied with this and resolutely opposes it.

Danyang urged the U.S. side to take effective measures to eliminate the adverse effects of the bill's economic and trade content on Sino-US economic and trade relations, and work with China to promote the stable and healthy development of Sino-US economic and trade relations.

Chinese Foreign Ministry spokesman Hong Lei urged the US to abandon the bill, saying the United States is using cyber security as a pretext for discriminatory measures against Chinese companies.
