China intends to provide reasonable compensation for the impact of oil pipelines on land use

BEIJING, April 26, China's NPC Standing Committee 26th to consider the draft law on the protection of oil and gas pipelines.　　Compared with the preliminary drafts, the draft increases the provisions for the reasonable compensation of the land-holders by the pipeline enterprises for the construction and protection of the pipelines. The draft stipulates that, within 5 meters of the Central line of the pipeline line, the planting of deep root plants such as trees and shrubs is prohibited, and buildings and structures which endanger the safety of pipelines such as digging ponds, repairing canals and building greenhouses are forbidden.　　Zhang Balin, deputy director of the National People's Congress Legal Committee, said that some members of the Standing Committee, the local and the masses, for fair and proper treatment of the interests of the land and the rights of the landowners, for the construction, protection of the pipeline impact on land use, the pipeline enterprises should give landowners reasonable compensation.　　Zhang Balin said that the Law Commission has studied and proposed to increase the provisions in the draft: the pipeline construction by law through collective land or other people to obtain the right to use of state-owned land, to affect the utilization of land, pipeline enterprises should be in accordance with the use of land for the construction of compensation. Zhang Balin said that the draft also stipulates that the pipeline safety protection facilities should be designed at the same time as the main pipeline project, while construction, at the same time, the quality of piping products and accessories used in pipeline construction shall conform to the mandatory requirements of national technical specifications.
