The Declaration of the Conference mainly expounds the guiding principles of China-Africa cooperation, reflects the views and consensus of the two sides on major international and regional issues and Sino-African relations, and expresses the desire to strengthen China-Africa cooperation in the new situation. In the declaration, China pledged to continue to increase its aid to Africa, to relieve the debts of African countries, to expand investment, to open up markets and to strengthen practical cooperation in Central Africa. The Conference action plan presents the main objectives and specific initiatives for cooperation in the focal areas of Central Africa for the next 3 years: The two sides decided to maintain high-level exchanges, jointly promote regional peace and security and continue to strengthen cooperation in international affairs. In the area of economic cooperation, China has made new concrete commitments in the areas of building agricultural demonstration centres, opening markets, building logistics centers, offering concessional loans and setting up special loans for small and medium-sized enterprises to help African countries enhance their capacity to achieve sustainable development. To strengthen the exchanges and cooperation between Chinese and African scholars in the field of development cooperation, China decided to further reduce debt, to assist the African countries in clean energy projects, to expand government scholarships, to increase the number of aid schools, to train more talent, to launch the "China-Africa Science and Technology Partnership Program", to provide medical The action plan adopted by the Conference devoted a chapter to the humanities exchange and cooperation. China has put forward the implementation of the Sino-African Joint Research Exchange program to strengthen exchanges and cooperation between Chinese and African scholars.
