But he reckons it will eventually reach that goal. Dadi, former director of the National Development and Reform Commission Energy Research Institute, said, "to be sure, the task of energy saving and emission reduction this year will be significantly heavier." According to statistics, "Eleven-Five" in the first three years, China's energy consumption growth rate significantly higher than planning expectations. 2008, the total energy consumption amounted to 2.85 billion tons of coal, two years in advance and more than 2010 years to 2.7 billion tons of total control targets. With the rapid growth of total energy consumption, the adjustment of energy structure in the first three years has been slow. In 2008, for example, coal accounted for 68.4% of total energy consumption, only 0.7% per cent lower than in 2005, and it was difficult to achieve the 2010 target of 66.1%.
