Market watchers believe the restructuring suggests that Cisco wants to be a more comprehensive it vendor, not just a network infrastructure provider. Integrating the network management Technology group into the cloud computing and Systems management Technologies Group will dilute the "network" aspects of the network management business.

Cisco has made about 150 acquisitions in the last 20 years, and a large number of products have been developed in-house. These products are complex and often incompatible with each other, which makes Cisco's network management business face enormous challenges. Anderson had previously been responsible for reducing the inconsistency between Cisco's network products and making the network management business smoother.

Cisco announced a massive restructuring last summer to revise some of its previous mistakes. At the time of the restructuring, Cisco announced that it would lay off 12,000 people.
