Chapter I. GENERAL PROVISIONS

The first is to standardize the Internet blog service, create a good blog service development environment, promote information exchange and sharing, the formulation of this Convention.

The term "blog" referred to in this Convention refers to the autonomous network space provided by Internet service providers to users, including text, pictures, multimedia, etc.

The Third blog service should follow the principle of inclusiveness, civilized and law-abiding, honesty and self-discipline, and harmonious development.

Fourth the vast number of bloggers should consciously enhance the sense of social responsibility and public moral awareness, to do network civilization and science advocates and communicators.

Fifth this Convention applies to internet blogging service providers in China.

Sixth China Internet Association is responsible for the organization and implementation of this Convention.

Chapter II Self-discipline clause

Seventh a blog service provider should consciously abide by the relevant national laws, regulations and policies, and maintain the legitimate rights and interests of bloggers and blog readers.

Eighth The Internet Blog service business should have laws, regulations and regulations required by the Internet Information Service qualification, but also should have the following conditions of service:

(a) Perfect blog service and management system;

(ii) Adequate blog service managers and technicians, capable of providing excellent service and effective management;

(iii) Sound blog information security measures, including user registration process, user information confidentiality measures, blog content information security measures;

(iv) Other relevant provisions complying with national laws, regulations and regulatory requirements.

The Nineth article encourages the blog service provider to actively explore the blog service mode, provides the good creation environment for the blog, guides the blog author to create and disseminates the outstanding network culture work.

Tenth a blog service provider should enter into a blog service agreement with the blogger, asking the blogger to fulfill the obligations of the agreement voluntarily and refusing to sign the service agreement, the blogger service provider has the right to refuse to provide the blog service.

11th a blog service provider enters into a user service agreement with a blog author, the Agreement shall include the following:

(a) Blog authors to ensure the voluntary compliance with the national laws and regulations on Internet Information Services, civilized use of the network, do not publish, do not disseminate pornographic obscene information and other illegal and bad information.

(ii) Bloggers have pledged not to publish or disseminate information that insults or derogatory other nationalities, races, religious beliefs and cultural traditions.

(c) Blog authors ensure that they do not publish, do not disseminate disinformation, defamation information and other false information, do not publish, do not disseminate information infringing the legitimate rights and interests of others.

(iv) Bloggers are committed to complying with laws and regulations protecting intellectual property rights and not releasing or disseminating information that infringes on the intellectual property rights of others.

(e) Blog authors guarantee the effective supervision and management of the content, delete the illegal and adverse information in time.

(vi) Blog authors guarantee not to use the blog to disseminate computer viruses and other malicious programs, do not endanger other people's information security.

(vii) Bloggers are committed to complying with the laws, regulations, policies and other obligations stipulated in the service agreement.

12th a blog author violates the service agreement, the blogger service provider should promptly urge to correct or stop providing the blog service.

The 13th article encourages the blog service provider to carry on the real name registration to the blog author, and through the establishment real name blog community and so on to provide the high quality personalized service for the real name blog, recommends the real name blog outstanding work, creates the real name blog quality.

14th Blog Author in the background to apply for registration of real information, whether to publish or publicly use their own real information, by the blog author and service provider agreement, bloggers can use their own real information, can also use anonymous, pseudonym or nickname, etc.

15th Blog service providers should make effective real-Name blog user Information Security management system, protect blog user data. Without the permission of the real name blogger, the user registration information and the Non-public blog content stored on the website are not disclosed or provided to the third party, unless otherwise stipulated in the laws and regulations.

16th to apply for real-name blog users should ensure that their registration information is true and accurate, the real name blog information content should include but not limited to the following: the author's true names, valid identification number (such as ID card, Officer card, passport, driving license, etc.), effective contact (such as telephone, mailbox)

17th the blog service provider should provide the blog author with the administrative authority on the content of the post, and the blogger should manage the posts effectively and delete the bad information.

18th a blog service provider should consciously fulfill the responsibility of supervising and managing the content of the blog, we should set up a convenient online complaint window, complaint telephone and other channels to accept the public's report and complaint on the blog service and blog content, and deal with it promptly.

Chapter Fourth implementation of the Convention

19th the initiative of the broad masses of blog service providers to actively sign and implement this Convention, the publication of this Convention before the blog with the author of the blog service Agreement, may be from the date of the publication of the Convention to supplement the signing of the service agreement. The China Internet Association will publish the list of signatories on a regular basis.

20th a blog service provider who has signed this Convention shall regulate the implementation of the provisions of this Convention and, in contravention of this Convention and adversely affect it, the organization and implementing agency of this Convention may give warning or make public its list to the community, depending on the circumstances.

21st Blog Service providers should consciously accept the supervision of the public, enhance self-discipline awareness, promote the harmonious development of blog services.

Fourth Chapter Annex

22nd This Convention is responsible for interpretation by China Internet Association.

23rd the Convention shall be implemented as of the date of promulgation.
