Statistics from the South Korean Bureau of Statistics in March 2006 showed that foreign-related marriages accounted for 3.6% of the total number of registered marriages, with 53% foreign-related families living below the poverty line, only 13.7% per cent of families receiving subsistence allowances and 24% foreign brides without health insurance. Vietnamese brides face not only economic difficulties but also social rights and interests. They are completely unequal in their marriage, and some "grooms" are required in the marriage contract to specify "such as the bride escaping and asking for compensation from her parents".  Some Vietnamese brides are unable to inherit property after their husbands have died, and some have even been deprived of their right to education. The divorce rate, which they cannot adapt to their husbands and their families, is also high, and husbands can request divorce at will for any reason.  A 45-year-old Korean man, for example, married a 19-Year-old Vietnamese wife, filed for divorce on the basis of his "wife getting up late, not for breakfast at high School," and filed a lawsuit against the Consumer Protection Institute for payment of a marriage fee. The issue of naturalization is also a major difficulty for Vietnamese brides. At present, 90% of Vietnamese brides in Taiwan do not have official household registration. Taiwan's law stipulates that you can apply for naturalization after 3 years of life at Taiwan. South Korea has stipulated that two years of marriage may be naturalized.  But many people's marriages only last a few months, or appear in the process of the death of the husband and so on, they will become no household registration of "black" person.  In order to guide Vietnamese girls to deal with foreign marriages correctly, the Vietnamese government recently approved the International Marriage Assistance Scheme, which was provided by the Korean NGO "Vietnamese Women's cultural center" to the Viet Nam Women's Union, and the total aid amount of 2.392 billion won was completed in 5 years.  Under the aid scheme, the Viet Nam Women's Federation will open 40 information and legal aid centres throughout the country, undertake the necessary risk awareness education and life skills training for bride brides, and provide information support and legal assistance on practical issues encountered by brides.  The issue of Vietnamese brides is not only a Vietnamese government, but also a social issue which has become a common concern of the Government. The South Korean president has instructed the Government to implement aid policies for foreign brides, such as teaching Korean, introducing Korean culture, and helping the economic life of foreign-related families to stabilize as soon as possible through the introduction of work and welfare. Starting in 2007, the South Korean government will subsidize foreign brides marrying poor Koreans (whether they are naturalized or not), giving them the ability to raise children and ensure a minimum standard of living. The Ministry of Women also puts up a parenting fee (including health costs) for underage children. This year, the South Korean government will also introduce a new law, strict examination of foreign-related matchmaking rights, enhance the transparency of activities to prevent human rights abuses, and the introduction of a ban on discrimination between mixed-race and foreigners laws.
