The central bank will implement the standard electronic payment, promote the application of the Financial IC card, establish the Electronic Commerce Credit Service system, and start the pilot project construction of the online credit information service platform for e-commerce service enterprises.

The general administration of Customs will organize the use of local electronic port platform resources in the demonstration cities, promote the Cross-border trade e-commerce services in local electronic ports, and carry out pilot projects in the relevant demonstration cities.

According to the notice, the general administration of Taxation, the Ministry of Finance, the State administration of industry and quality will promote the establishment of the demonstration cities from the aspects of transaction supervision and standard setting.

The National Development and Reform Commission announced on November 23, 2011 that the country's 21 cities as the national E-commerce demonstration city, including Beijing, Tianjin, Shanghai, Chongqing, Qingdao, Ningbo, Xiamen, Harbin, Wuhan City, Guangzhou City, Chengdu, Nanjing, Changchun-Jilin, Hangzhou, Fuzhou, Zhengzhou city, Nanning, Kunming, Yinchuan, Suzhou and Shantou.
