Rodailine said China is a very important step in building Low-carbon cities and Low-carbon provinces, but it needs more major technological breakthroughs and actions. "As the world's largest developing country, China has huge development plans and is supporting other countries," she said. China's attitude is unique as it promotes low-carbon development at home and helps Low-carbon development elsewhere in the country. "The United Nations Development Programme (UNDP) has signed an agreement with China to share China's experience with other developing countries, including climate change," Rodailine said. "China's experience and innovation can save time and money for other developing countries to drive low-carbon development," he said. In addition, Xu, executive director of the "South Center", an intergovernmental organization in developing countries, also highly praised China's efforts and achievements in energy conservation and emission reduction. He said China's goal for its own energy-saving emissions is staggering.
