First draft of Copenhagen climate treaty released

China News agency, Beijing, June 9 (reporter Nanyulin) today, from the World Wide Fund for Nature (WWF), some climate change experts from major global non-governmental organizations have unveiled a draft of a legally binding climate treaty in Copenhagen.  The draft will provide Governments with a benchmark for a climate change negotiating resolution to be formed at the end of the year. The Copenhagen climate agreement was drafted by a group of independent experts from Greenpeace, WWF, the Alliance for independent Activities, the German observatory, the David Suzuki Foundation, the Ukraine National Ecology Center and the rest of the world. The treaty calls for a legally binding agreement, which is made up of three parts: an updated version of the Kyoto Protocol, which strengthens the obligations of the industrialized countries, and a Copenhagen protocol that is legally binding on U.S. emissions-reduction commitments and paves the way for developing countries to develop low-carbon development supported by industrialized countries  A series of resolutions laying the groundwork for negotiations for the next three years. The Copenhagen climate treaty includes: as of 2020, the annual global carbon budget generated by all the global greenhouse gases (excluding those controlled by the Montreal Protocol) will not exceed 36.1 billion tonnes of carbon dioxide equivalent, and emissions will be reduced to a basic level of 1990, as of 2050,  Carbon dioxide emissions are reduced to 7.2 billion tonnes of equivalent, in other words, below the 1990 level of 80%. The 160-page Copenhagen climate treaty will be distributed to negotiators from 192 countries and regions. It was written by the world's most experienced non-governmental organizations in the field of climate change for a year.  The Treaty contains a complete legal text, including the main elements needed to provide a fair and far-reaching agreement to the world, in order to achieve an unacceptable risk limit that impacts climate change less than most scientists have defined. The document states that the world must avoid catastrophic climate change, recognizing that global temperature rises must remain below two degrees Celsius.  It presents a global emissions cap-carbon budget, while detailing how industrialized and developing countries can contribute to safeguarding the security and well-being of the planet, and pointing out how the poorest and most vulnerable countries on earth are protected and compensated. Adaptation was another important component of the Treaty, outlining an adaptation framework for action, including grants, insurance and compensation for the most vulnerable countries. Wael Hmaidan of the Alliance for independent Activities said there is no doubt that helping poor and vulnerable countries to take measures to combat climate change is critical.
