Fourth Global Network Space Cooperation summit held at Stanford University, USA

The fourth session of the Global Network Space Cooperation Summit was held at Stanford University in the United States November 5 local time. More than 350 national government officials, international network security organizations and representatives of well-known information technology companies attended the summit. Mingzhao said the Chinese government is committed to creating a favourable policy environment, market environment and legal environment for the development of the Internet. The development of Internet in China is very encouraging. Mobile Internet, cloud computing, large data, Internet of things and so on, has become the new hot spot of the application of the network, will bring new huge business opportunities. He also pointed out that China, like other countries, faces serious challenges in cyberspace security. More than 80% per cent of Chinese internet users have been hit by the Internet, with economic losses of $ tens of billions of a year.

Mingzhao stressed that the sovereign State is the main body to maintain the order of cyberspace and respect the national sovereignty of cyberspace, which is an important prerequisite to maintain the security of cyberspace. Public policies adopted by States to maintain the order and security of cyberspace should be respected.

"All countries should devote themselves to maintaining the legal system of cyberspace security in order to punish all kinds of criminal acts, protect the basic rights and interests of citizens ' privacy, and promote technological innovation and fair competition in the market". Mingzhao said that every country protects citizens ' rights to use the Internet according to law, and citizens use the Internet according to law, which is the foundation of international community to build the order of cyberspace. It is helpful to reduce the security behavior of cyberspace by treating the network space of each country well.

Mingzhao Initiative, set up the International Code of Conduct for cyberspace, explore effective ways to solve the urgent problems related to network security, and smooth international cooperation channels. He said that the network security involves many problems, there are network attacks, network viruses, network terrorism and other countries of common concern, but also information security, cultural security, and other countries concerned about the problem. It is recommended to give full play to the role of the United Nations Government Working Group on Information security, to comb out the urgent issues concerning global security interests, to explore ways to solve these problems, to find a solution to these problems, and to clarify the direction of action of Governments and relevant stakeholders.

Mingzhao also said that dealing with cyberspace security matters often involves a number of government departments and social organizations. To improve the efficiency of dealing with problems, States should identify relevant government departments or other institutions and establish mechanisms to respond to requests for international cooperation. This is a substantive action to advance international cooperation. The China Network Security Emergency Response Center has established cooperative relationships with 91 organizations in 51 countries and regions, and has signed a network security cooperation memorandum with 13 international organizations. Requests for cooperation from States to the centre are welcome.
