Most of China's cities are small in scale and lack of economies of scale, and some of the largest cities in China, such as Shanghai, Beijing, Shenzhen, Guangzhou and Tianjin, should be larger, and the population, capital, technology and information will be more concentrated.　　The accelerated development of large urbanization has promoted the rise of eastern China. For which region to rise, the government's creative and stimulating role can not be ignored, but also need to do an objective assessment, the real decision to determine the regional economic development, growth and ultimate, or by the market choice.　　The integrity of the market environment, private capital profit instinct, are more than the government's strategic planning more strength.
