If the incentive set is too high, many people are not rewarded, the reward is to the meaning of motivation.
If the punishment is set too low, many people are liable to be punished, such punishment loses deterrent force.
The prize is not an end, but a guide to conduct, and punishment is not an end in order to keep them from violating the rules.
So the operability of rewards and punishments, this can be used correctly to play an effect, this is the basis for rewards and punishments.
3. Strictly act according to law
Han Fei-tzu said, "There is no joy and retribution," meaning that the punishment is not according to their own preferences, but because of the rules.
