By speeding up the construction of urban broadband network, users' access to the Internet will be increased to 40M, and wireless broadband LAN (WiFi) will also be covered in key areas.

It is reported that in 2011, Harbin was selected as the first batch of 19 member units of the China Cloud Computing Base Alliance. As of now, the "China Cloud Valley" project in Harbin has attracted the IT industry leaders including IBM, Intel, China Mobile, CICC, Inspur and Guoyu to sign the contract.
