If your system is a WINDOWS8 or WINDOWS10 system, open the folder where you want to delete the file, and then find the Delete button on the toolbar

Click the Drop-down menu button on the edge of the toolbar "delete" button and select "Permanently delete" menu item in the pop-up

In the Pop-up Confirmation Delete folder window, click "Yes" button.

If your system is Windows8 below, then we right-click the Recycle Bin and select "Properties" menu item in the Popup

In the Open Recycle Bin Properties window, we checked "Do not move files to the Recycle Bin." Remove the file immediately after removing it, and then click the OK button.
