The ICANN board decided to launch a 70-day consultation process on the domain name. This domain helps parents block access to obscene websites. The use of the ". XXX" domain name is voluntary and therefore does not completely prevent minors from being exposed to obscene content.

Proponents of the ". XXX" domain name say the proposal is a way for the adult entertainment industry to clean up its own actions. However, some pornographic websites worry that the government will force them to use this domain name. Religious groups fear that the domain name will legitimize obscene websites.

Sceptics also point out that obscenity sites can retain existing ". com" domain names, although they have established a Web site in the new ". XXX" domain name. This gives people more ways to find obscene websites.

The ICMREGISTRYLLC company first proposed the establishment of the ". XXX" domain name in 2000. Since then, ICANN has rejected the proposal three times. But an outside committee questioned the ICANN Committee's rejection of the proposal in 2007, prompting the clerk to re-examine the proposal.
