Implementation of Vortex Library 1.1.9 release Beep core protocol

The Vortex library is the implementation of a beep core protocol that works according to the criteria defined by RFC3080 and RFC3081. It has a concise and Easy-to-use API that allows you to write new application protocols very quickly. The vortex library is developed within the Af-arch project and is used for the data transmission layer and can be used independently of the af-arch.

The Vortex Library version 1.1.9 Fixes bugs and adds new regression tests to stabilize function libraries. It also includes some updates to the API, such as the reference count state of the query object.
