Beijing proposes to "build a world-class cloud computing industry Center", Tianjin proposed "building a national cloud computing industry headquarters", Shanghai proposed "Sea of clouds Plan" to build "Asia-Pacific Cloud Computing Center", Shenzhen proposed the construction of "Pearl River Delta Cloud Computing Center", Chengdu proposed the construction of "Midwest Cloud Computing Center", Chongqing's "cloud Plan" is to invest billions, will build China's largest cloud computing center.

He believed that the entire cloud data center layout, the domestic need reasonable careful planning, cluster development. Considering that the cloud computing infrastructure has the characteristics of large scale, long payback period and high operation cost, it needs to be laid out according to the actual needs of each region to avoid duplication of construction, at the same time it needs to be coordinated from the national level to avoid waste of resources.

Jiang believes that in the next few years, China's cloud computing infrastructure industry will be the overall trend towards rich energy, high latitude region, and the Inner Mongolia Autonomous region will become the most important data center of cloud computing base.
Large cloud computing base, in addition to strong technical support and network bandwidth, but also need to have adequate water, electricity and other resources to support its operations. And Inner Mongolia relies on about one-sixth of the country's proven coal reserves, one-third of its natural gas reserves and plenty of green energy, such as wind and solar, and air humidity, especially for the construction of a new cloud data center.
