I. National strategies

In Europe and the United States, most countries launched a related strategy in more or less involved in the development of large data industry.

The United States is the first country to launch a big data strategy. In May 2012, the United States government announced a $200 million trillion in investment in large data technologies (including data storage, analysis, and collection) to accelerate scientific research, strengthen national security, reform teaching and training systems and promote professional talent development.

Ireland is the main target of its big data strategy by "becoming a leading country in the field of large data technology". Ireland launched the Employment Action Plan in 2013 to strengthen the development of large data industries by strengthening training to create one-stop services and investing 100 million euros in building large data research and development centers.

The European Union held a large data forum in 2012 and plans to invest € 3 million in 2 years to launch an internet forum that focuses on the direction of the EU's big data and provides industry, research and policymakers with a platform for discussion on the big data economy.

In the framework of its announced investment future plan, the French government there are seven projects that involve large data and are expected to invest € 11.5 million, including information systems design firms, software companies, technology integration companies, research and development centers, and many start-ups, and four projects are under review.

The French Ministry of Small and Medium-sized enterprises, innovation and digital economics has also launched a large data program to create a large data incubator in Paris from 2013 to 2018, with 300 million euros invested through public-private partnerships, with some hundreds of big data start-ups eligible for funding. The Minister believes the return on investment is expected to reach € 2.8 billion, creating tens of thousands of jobs. In addition, France's other strategic plans also actively support the development of large data industry, such as Innovation 2025 planning, new industrial France planning and so on.

Ii. Market situation

According to a survey, in 2012-2013, 1217 companies in Europe and the United States turnover income of more than 1 billion U.S. dollars in enterprises, 643 companies have developed a big data strategy, of which 7% of the companies at least 500 million U.S. dollars, 15% of the company invested at least 100 million dollars to develop large data.

Compared with the heat in the market, big data is cold in the public domain of most countries. This may be because the benefits of large data can be difficult to quantify, on the other hand, the public sector will be more specific implementation of the constraints, the protection of privacy rights, government agencies, such as data sharing issues remain to be resolved.

In France, the application of large data is rare in the public policy design, implementation and evaluation of the executive branch, or in day-to-day management; in the UK, large data are mainly used in individual areas such as medical care. Australia is an exception: Australia actively supports the use of large data to improve public management and services and, in the ICT planning for 2012-2015, proposes the establishment of special offices for the analysis and management of data in all administrative bodies or the implementation of administrative agency data-sharing.
