About 10 Chinese companies are being forced to suspend construction of power plants in India due to restrictions on the ability of the Indian government to introduce technology, British media reported 24th. Earlier, the U.S. media also said that India's Central Electricity Commission is currently taking measures to reduce the country's new power plants for Chinese equipment and technical personnel rely heavily on, because India's new power plant in 1/4 of the power equipment is provided by China. A local analyst in India 24th told Global Times that India has not made any special restrictions on China's power plants. But given the importance of the power industry to India's defence, particularly the sensitivities of China-India relations, the government is reluctant to see its power industry rely too heavily on Chinese technology and equipment. The Financial Times 24th quoted a Chinese official in New Delhi as saying that as many as 10 Chinese companies have had to suspend construction of power plants in India because of a lack of technical power and difficulties in bringing in technicians from China. Last year, India introduced new restrictions on the use of foreign workers: only 1% of all staff in a project were allowed to be foreigners. In power projects, the upper limit is 40 skilled workers. "Global Times" reporter learned that the current construction in India, China's electric power enterprises, including Shandong Electric Power, Dongfang Electric, Harbin Electric Group. In the area of power plant construction, India has had to hire foreign staff, especially in project management, to help it achieve its goals, said Brawis Minocha, managing director of transport operations at an infrastructure consultancy. For now, in India, the cost and timing of infrastructure projects is a normal one. McKinsey, a management consultancy, estimates that India is twice times more likely to build a power plant than China. Previous reports by the US Wall Street Journal said China's share of electricity-building in India was almost nil. a few years ago, but China has already provided equipment for about 25% of India's new generation. With the lack of equipment and engineers needed to build power plants, India has turned to foreign aid, a low bid for Chinese power companies that is attractive to India relative to European and American companies. However, many Indian officials have openly voiced concerns about the rapid market share of Chinese power companies in India. The Financial Times quoted some Indian national security officials as saying they were concerned about India's "becoming too reliant on Chinese-made infrastructure". Some officials say India needs to be more self-sufficient, and "the technology imported from China could be put to the detriment of India's national interests". The Wall Street Journal said the Central Electricity Commission, India's top power program, had previously asked government-controlled power companies to use Indian-owned equipment in all major projects to be built, while India was also considering a tax plan for electricity imports. India's top executives also asked the power regulator to make sure there were enough spare parts to repair the Chinese-made equipment when repairs were needed, the report said. In India, infrastructure, especially power construction, has been a major weakness in India, many regions and even large cities have suffered from blackouts all the year round. To this end, India has developed an ambitious electricity development plan. The next "five-year Plan" announced 23rd by Indian Prime Minister Manmohan Singh will increase India's infrastructure investment by one-fold to $1 trillion trillion, and power development is among the most important. The World Bank has warned that the lack of skilled engineers threatens India's ability to sustain growth by rebuilding roads, ports and railways.
