The head of the Law division of the Ministry of Commerce said 14th that the WTO expert Group had not ruled that the US-specific measures against China's tire exports were in violation of WTO rules, it also points out that China is deeply concerned about the possible negative impact of the expert group's ruling and will carefully study the report of the Expert Group and appeal in due course to safeguard the legitimate rights and interests of Chinese industry. The official pointed out that the U.S. side of the Chinese tyres adopted by the special safeguard measures to pass domestic political pressure to take protectionist measures, not in line with WTO rules, has been widely criticized. It has been proved that the safeguard measures are neither in China's interests nor in the interests of the U.S. side. Since the implementation of the special insurance measures, the U.S. tire industry's employment rate has not risen. December 13, the WTO dispute Settlement body circulated to WTO members China v. U.S. Tire Special Safeguard measures WTO dispute case (DS399) Expert Group report, the Group of Experts did not determine the United States against China's exports of U.S. tires to take the special safeguard measures to violate WTO rules. The Arbitration Commission suggested that the onus of proof on the excess of the three-year safeguard should be with the Chinese side, but the Chinese side did not provide sufficient evidence. But the Commission also acknowledges that there is a dispute over causation within the Commission over the shift of American companies to production bases in the United States to China for production. A handful of members considered the company's business strategy, which had appeared before the increase in imports, leading to an increase in tyres imported from China, but most felt that the pressure from increased imports was the reason for the transfer of production bases. The United Steelworkers union in April 2009 asked the United States International Trade Commission (ITC) to impose quota restrictions on tyres imported from China. The Commission has ruled that imports of Chinese tyres have imposed special tariffs of up to 55%, 45% and 35% respectively for three years. U.S. President Barack Obama approved the ITC ruling on September 11, agreeing to impose punitive tariffs on all cars and light truck tyres imported from China for a period of three years. 14th this month, the U.S.-China Joint Commission on Commerce and Trade will be held in Washington, the reporter arrived, the United States hope that through the Joint Commission to allow China to open more markets to the United States.
