I am delighted because the mayor of Han has given a clear answer to many of the issues that have been a major and long-standing dispute over Shanghai's development.  This shows that the leaders of the Shanghai municipal government have a practical grasp of the crux of the problem, and found the right direction to solve the problem. The major issue I am talking about here is the economic development of Shanghai in the first place. Since the development of Pudong, Shanghai has been supporting the ultra-high speed economic growth with high strength investment, and has become the pioneer of GDP growth in recent years.  For Shanghai's "Take-off Miracle", the Voice of praise at home and abroad occupies the main position. But in the domestic economy, especially in the economic field, there is also an unsustainable criticism of this high speed assertion, which some people call the "hoist economy". The answer to the controversy is clear: "From a national standpoint, it is very unscientific to have such a high investment density in a place." From the local point of view, the main investment-driven is also unsustainable ";" is Shanghai likely to maintain growth of 10% or 20%? Impossible. In a word, Shanghai has transformed into a very urgent time. "Another controversial issue is whether the high proportion of state-owned enterprises in Shanghai and the so-called" big government, small market, no entrepreneur "is the advantage or disadvantage.  To this, the Mayor Han Zheng also has a clear answer: Shanghai needs to accelerate the promotion of marketization. He said that in the reform of the government, "Shanghai should gradually change the government function in the process of perfecting the market economy system". In the reform of state-owned enterprises, "the reform direction must be an open market reorganization." "In addition to those related to the livelihood of the industry and the government must bear the infrastructure, should accelerate the promotion of market-oriented"; "The basic mode of the state-owned assets Marketization is securitization, which turns the state-owned enterprises into public enterprises through the whole listing." In particular, to break the existing ' group control of listed companies ' System ... The company's assets into the listed companies, can not be injected into the spin-off. "State-owned enterprises to reform, private enterprises to have development, foreign-funded companies also have a reasonable proportion of the Shanghai economy to maintain vitality."  "The remarks made by the mayor of Han Zheng make us feel that the Shanghai leaders ' intention to promote market-oriented reforms to ensure the success of economic restructuring is well worth looking forward to."  Of course, based on the experience of recent years, the proper establishment of the basic principles of reform and development does not mean that all the specific issues have been solved. First, for economic developmentThe understanding of mode transformation and industrial structure optimization needs further deepening and refinement, which can be implemented as concrete action. For example, the specific direction of industrial structure optimization in Shanghai has always been "four centers", "back to the second three" "to make strong manufacturing" and other different statements, it seems still to be discussed and made accurate determination.  Shanghai, because of its vast territory, now contains a large number of industries, the development direction of the determination of the cost of consideration. In my opinion, to clarify this issue, one may need to be clear: in the development of modern cities, urbanization is always accompanied by specialization.  Services and manufacturing have different requirements for their spatial distribution because of their unique characteristics. The service industry, especially the financial industry, because of the wide range of related industries, and the close relationship between each other, and therefore need to gather in the big cities to reduce transaction costs, and the manufacturing industry because of internal relations and other industries are not so close, so the same industry manufacturers often in small and medium-sized cities,  In this way, we can reduce the cost and increase the concentration of professionals, and facilitate the exchange and collision of ideas. In view of the large scale of Shanghai and the actual situation of many industries, it is not realistic that the industrial category is too single. In order to exert the advantage of Shanghai as a big city and improve its overall efficiency, it may be necessary to change the present situation that the service enterprises and various manufacturing enterprises are mixed together in the huge urban area, forming the pattern of modular metropolis: The service industry is concentrated in the Central District, Suitable for the development of Shanghai in the different manufacturing industry, together with the staff residential areas are clustered in the unique surrounding small cities (or satellite).  How to determine, also need to do a lot of research and full discussion.  Secondly, to improve the executive power of the Government so that the correct plan and plan are implemented. As China's urbanization reform has entered the deep waters that must be fortified, every reform will come up against obstacles from "left" ideology or powerful vested interests, as well as the resistance of bureaucratic inertia. If these obstacles are not overcome and practical action is taken to advance reform, any good planning will become scrap and the public will be disappointed. For example, in the transformation of the mode of economic growth, the National People's Congress in 2006 developed a very good "Eleven-Five" plan (2006-2010), the region also based on the same spirit of the formulation of local planning;  With the impending entry of "Twelve-Five", the issue of the implementation of the planning programme deserves more attention. In contrast, according to the Shanghai Sasac, "2010 Industry contraction adjustment semi-annual work conference" revealed that the Shanghai plan in three years will be involved in the country's industry from the original 79 to 54.  At present, the whole system has completed six sectors of the overall withdrawal of work, involving 40 enterprises, assets of 3.277 billion yuan. In the future, the industry contraction adjustment work should pay more attention to the three items, such as industrial structure adjustment, opening and market reorganization, and solving the historical problems.Work together.  This serious implementation of the 1997 CPC "XV" and 1999 CPC four plenary session on the adjustment of state-owned economic layout, optimize the ownership structure of the strategic deployment of work attitude, it is worth advocating.  Finally, whether to promote economic reform or to carry out the reform of the Government itself, there is a central and local co-ordination of action issues to be resolved. For example, the reform of the open market reorganization of state-owned economy, the transformation of state-owned group into public company, the marketization of factor price and the restoration of the nature of self-government of civil Chamber of Commerce all involve national legislation and policies, which are not decided by local people's Congress and local governments.  Only in the case of central authority or direct action, reform is used to remove institutional barriers, to form a system conducive to innovation and entrepreneurial environment, good ideas can be implemented and successful. Recently, the leaders of the central government have also reiterated on many occasions that "only by adhering to the reform and opening-up policy will the country have a bright future", they have expressed their determination to promote economic reform and political reform.
