Lihua pointed out that China's mobile internet industry has the core devices, operating systems and other key technologies are relatively backward, the application store system dispersed, the scale is insufficient, some business models blindly pursue the scale, lack of innovation and so on. In view of the above problems, the ministry will strengthen the top design, co-ordinate the industrial layout, encourage support for technological innovation, maintain market order, increase intellectual property protection, and create a good development environment for the industry. At the same time, strengthen the close cooperation of upstream and downstream enterprises, and promote the healthy development of industry.

In order to promote the rapid development of China's mobile internet industry, Lihua proposed that the broadband speed increase as an opportunity to co-ordinate the development of 3G and LTE networks, expand coverage optimization structure, upgrade mobile broadband infrastructure, accelerate LTE technology development and Industrialization, organize LTE technology experiments, and enlarge network equipment, chips, Intelligent terminal research and development efforts to promote the further improvement of the industrial chain.
