The Ministry of Industry said that the "conditions" is based on the "State Council on the promotion of the healthy development of photovoltaic industries," and the relevant national laws and regulations and industrial policies drafted.
A number of industry experts have told the first financial daily reporter that China's photovoltaic industry in the past few years of crazy development, due to excessive confusion and went to today's aihongbianye situation.

"Conditions" are divided into production layout and project establishment, production scale and technology, comprehensive utilization of resources and energy consumption, environmental protection, quality management and supervision and management. For the original and new photovoltaic manufacturing enterprises to make requirements, related to the PV industry upstream from the production of silicon ingots, slicing, battery production to components manufacturing, including the requirements of thin-film photovoltaic manufacturers.
This means that in the future, the relevant departments of the photovoltaic manufacturing enterprises in the investment, land supply, environmental assessment and other supervision will be based on the "conditions", the non-compliance will not be able to obtain export tax rebates and domestic application support and other policies.
In terms of project establishment, the conditions reaffirm the strict control of new photovoltaic manufacturing projects that simply expand capacity. To strengthen technological innovation, reduce production costs, and so on is necessary for new and reconstruction projects, reported to the industry competent departments and investment authorities for the record. The minimum capital ratio of the new and rebuilt PV manufacturing projects is 20%.
In terms of specific production scale, the conditions require polysilicon projects of more than 3000 tons per year, the annual output of silicon ingot can be no less than 1000 tons, silicon rods can be no less than 1000 tons annually, silicon wafer annual output can be no less than 50 million pieces. The actual output of the previous year was not less than 50% of the capacity requirements when reporting compliance with the list of specifications.
In the process technology, the "condition" requires the photovoltaic manufacturing enterprises to have more than provincial independent research and development institutions, technology centers or High-tech Enterprise qualification, the annual cost of research and development and process improvement is not less than 3% of the total sales and not less than 10 million yuan.
The lower conversion rate of crystalline silicon batteries has been criticized by the industry. In this context, the "conditions" required, the existing photovoltaic manufacturers, their polysilicon cells and monocrystalline silicon batteries photoelectric conversion efficiency is not less than 16% and 17%, the component efficiency is not less than 14.5% and 15.5% respectively.
It is worth mentioning that the "conditions" for the new and reconstruction projects, the requirements are higher, the photoelectric conversion efficiency of polysilicon cells and monocrystalline silicon batteries are not less than 18% and 20%, the construction efficiency is not less than 16.5% and 17.5%, the other thin film module photoelectric conversion efficiency is also stipulated.
In terms of energy consumption, the conditions are required for polysilicon reduction projects, silicon ingot projects (including quasi-monocrystalline and highly efficient polycrystalline), silicon rod projects, wafer projects, battery and component projects. It requires the existing Polysilicon project reduction power consumption is less than 80-kilowatt time/kg, the integrated power consumption is less than 140-kilowatt hours/kg, the new and reconstruction project reduction power consumption is less than 60-kilowatt hours/kg, integrated power consumption is less than 100-kilowatt hours/kg.
In terms of quality management, the conditions also specifically require that the component service life is not less than 25, the warranty period of not less than 10.
In the implementation of the conditions, it is requested that new and rebuilt photovoltaic manufacturing enterprises and projects should meet the requirements of the conditions. Enterprises and projects that do not meet the requirements of the standard conditions, in accordance with the requirements of industrial transformation and upgrading, under the guidance of the national industrial policy, through mergers and acquisitions, technical reform and other means, as soon as possible to meet the requirements. For photovoltaic manufacturing enterprises and projects investment, land supply, environmental assessment, energy conservation Assessment, quality supervision, safety supervision, credit and other management should be based on the "conditions."
The photovoltaic manufacturing enterprises shall compile the relevant declaration materials against the normative conditions and submit them to the Ministry of Industry and Information through the provincial departments of Industrial and Informatization. Ministry of Industry organizations, testing institutions to inspect the enterprise, the regular announcement of the list of enterprises in line with the standard conditions, and with the relevant departments to organize industry agencies, testing institutions from the market to have announced the enterprise products such as spot checks, the implementation of social supervision, dynamic management.
