QSF Portal v1.5.1 publishes secure and maintainable web community portals

The QSF portal is a fast, secure, and maintainable web community portal that provides a powerful forum and download service, as well as a lightweight CMS system. Easy to change web style and skin, support 18 languages.

This version adds Akismet Anti-Spam filter protection, a lot of improvements to the installer, improved appearance, support for mysqli, etc.

Bugs addressed:

* File Permissions module is not setting the security token.
* Fixed BBCode size tags messing up formatting of the other tags.
* Security:it is possible to view a category of the user did not have permission to the using a direct link.
